Installing Windows 11 on a system without requiring an internet connection
You can press SHIFT+F10 to open Command Prompt.
Enter OOBE\BYPASSNRO.
Setup will then reboot the computer. After reboot, you’ll get the option "I don’t have Internet" or Continue with limited setup to skip the Internet requirement.
